The Manufacturer Refund Service (MRS) helps manufacturers compliantly and efficiently resolve 340B overcharges to covered entities with a trusted, timely, and transparent process.

Launched in 2011 by the 340B Prime Vendor Program, managed by Apexus, MRS manages every step of the refund process for manufacturers, including data review, refund processing, and auditable documentation. This ensures that manufacturers maintain compliance with HRSA requirements.

HRSA Requirements for Manufacturers

  • Charge no more than the 340B ceiling price for covered outpatient drugs to 340B covered entities.
  • Refund covered entities for overcharges due to 340B pricing restatements.
  • True-up provisional 340B ceiling price estimates for new products within 120 days.

1. Review Refund Data

  • Review refund data provided by manufacturer.
  • Identify the project scope and provide estimated cost.

2. Send HRSA-Aligned Communications to Covered Entites

  • Notify affected covered entities that are owed refunds within 30 days of project start.
  • Conduct due diligence to verify correct distributor or account information.

3. Execute Refunds

  • Issue refunds via distributor credits, ACH, or checks.
  • Confirm covered entity receipt of refunds.

4. Provide Fully Auditable Reports

  • Send weekly status updates and a final refund reconciliation report with executive summary.
  • Complete project within 90 days of project start.
